Please provide a copy of the City Council meeting minutes from May 13th, 2019 to August 4th, 2019, as they have yet to be posted on the City of Las Cruces' https://las-cruces.org/1812/Council-Meetings-and-Agendas website.
According to Page 18 of the New Mexico Open Meetings Act Compliance Guide - Section 10-15-1 Formation of Public Policy - section G, " The board, commission or other policymaking body shall keep written minutes of all its meetings. The minutes shall include at a minimum the date, time and place of the meeting, the names of members in attendance and those absent, the substance of the proposals considered and a record of any decisions and votes taken that show how each member voted. All minutes are open to public inspection. Draft minutes shall be prepared within ten working days after the meeting and shall be approved, amended or disapproved at the next meeting where a quorum is present. Minutes shall not become official until approved by the policymaking body."
On the same page, it also states, "A draft copy of the minutes is required to be prepared within ten working days of the meeting. Draft copies of minutes must be available for public inspection and should clearly indicate on the draft that they are not the official minutes and are subject to approval by the public body."
While I realize the final July 15th to present meeting minutes may have yet to be approved - the draft forms for all of the above mentioned meetings have not been made available to the public via your website and normal manner.
Please make them available without further delay.
